ABSTRACT	This paper presents a system-level perspective on the operational issues and constraints that limit departure capacity at large metropolitan airports in today''s air transportation system. It examines the influence of constraints evident in en route airspace, in metroplex operations, and at individual airports from today''s perspective and with a view toward future gate-to-cruise operations. Cross cutting organizational and technological challenges are discussed in relation to their importance in addressing the constraints.
